RH9 Router Constantly sending ARP packets

Greetings All

I have a perculiar problem with one of my routers. This machine is a white
box RedHat Linux 9 machine with 2 network cards, both having static IP's.
This machine provides network access for a specific branch of my network.
The problem is that one of the cards (eth0) keeps sending out ARP requests
to every IP address on that subnet of my network, requesting the MAC Id for
each IP. I would like to stop this unnecessary traffic because it is
clogging the network with unnecessary data flow and slowing down those
servers. Any idea what program/process would be causing this problem? I am
open to any and all suggestions. If you need any more info please ask.
