That really does not tell much about the problem.
You should be more specific and provide more details if you want to find
help.
I am not being a smart ass but do at least scan thru ESR`s smart
quiestions: http://www.catb.org/~esr/faqs/smart-questions.html.

Here are couple of things you might want to provide:
Error messages
Samba version
Samba`s role - is it a PDC?
Relevant sections of you smb.conf.
Are your clients 98 and above? Windows 95 could not deal with encrypted
passwords.

Read the how-to's provided in the specific samba distro you have. Their are
specifics as to the differences between authentication protocols used for
the various versions of windows and the necessary smb.conf settings for
each. In particular look at Integrating-with-Windows.html in regards to
"password level" and "username level". 9x clients like to uppercase
usernames and passwords.

Could be that Win 9x is sending unencrypted password. I am assuming that
Samba is configured for encrypted passwords since NT, XP and 2K work.

Win 95 and earlier versions of Win 98(pre SE) defaulted to unencrypted
passwords. This can be changed in the Registry. Samba package includes
..reg files for changing window versions to send plain passwords, but you
probably don't want to go that route.

Suggest you try google to locate instructions for registry change in Win9x
for encrypted passwords.

Make sure your Win98 user is logging in With Client for Windows Network
and a password. Make sure he/she/you isn't just hitting "Cancel" or OK
with a blank password. Make sure he/she is added to the samba server
with smbadduser.
