Revoke Terminal Services Licenses

I have 2 TS Per Device Licenses that I need to revoke. Actually the whole
database seems to list old names (some systems have been renamed, but it
would be nice if the database would update the name->ssid relationship, if
that's what it's reflecting.) Anyway, I have a user that cannot log in to
terminal services because some test systems, which are not being used, have
claimed the licenses. How do I get these licenses back so that the intended
user can log in? Why oh why does it have to be like this!? I've
deactivated, reactivated, etc...no refresh, nothing. Please help MS.
