Reverse Web Proxy Server for Windows 2003 standard

Hello,

I want to control all outbound Internet connection for my users.
I have used Squid Proxy Server on Linux to allow/deny users Internet
access in my company before. However, Squid does not run on Windows
2003.

Any recommendations on running a reverse web proxy server on Windows
2003 standard?

I do not want to use Microsoft ISA server because it is expensive and
is not included with Windows 2003 standard.

I am sorry, I made a mistake in the title, I meant just PROXY server,
not a REVERSE proxy server. I am trying to control outbound Internet
access from my company, not the other way around.
