how do i create a group policy to restrict clients ability to install
applications and change internet explorer settings?

Those features are already available throught group policy.
Create the group, all the users you want to it, apply the GPO to the group.

Bill, do your clients have local admin rights? If they don't they won't be
able to install much of anything if it requires write access to the registry
or Windows directory. Internet explorer settings should be configured in a
group policy, under user configuration, admin templates, IE. There are a ton
of settings you can enable. Link the gpo to the OU, or OUs where you are
users are.
