restricting user access

Currently use laptop for work to connect to private APN for work. Uses a GPRS
sony edge card and single application

Problem is that other software installed on laptop tries access the GPRS
card resulting connect in massive overcharges.

I need to create a profile that allows only the the specific application to
access the GPRS app

and another that uses all the other applications less the app that uses the
gprs
