Restricting internet connects

My company has 10 computers all linked to a windows 2k3 server, i
would like to restrict internet connection on 4 of the computers. I do
not want them to access the internet, but they need to be able to
share files on the network. Whats the best way of accompishing this??

If you delete the drfault gateway setting from a machine it can still
network with other machines on the local subnet but cannot get outside
unless you have a proxy server. And if you did have a proxy server you would
be controlling Internet access from there.
