Restricting computers on a network

Hi,
Is there any tool (or a way) in Microsoft Windows 2000 Advanced server that
can stop a computer (mainly a laptop) from getting an IP address when they
plug into our network? As it is right now, a rogue laptop could come into
our office connect the network cable and start browsing the internet. They
cannot get any shares, drives, mappings, etc of course but none the less, I
don;t want them to have anything. What I would like is for a tool to realize
that is is not allowed on our network and fry it! That would teach them!

Is it a specific laptop you're trying to block, or just any visiting laptop? If
it's a specific one you can block its MAC address. If it's all unknown devices
you'll need to create a list of trusted MACs and block any not on that list.
Typically this is done at the router/firewall.

802.1x can help too.
