restricting access on Win 98 Hard drive

I have a number of computers that are public access and I need to
restrict access to the local hard drive. I am using Win 98 se. Is there
a way to do this?

Under the Bindins tab of TCP/IP properties uncheck "File
and Print Sharing for Microsoft Networks"

No. Windows 98 does not offer this kind of security.
