When I try to reset my network settings I can not over write the file
<RPCLTC5.DLL> in \windows\system. I have tried extracting the file to a
different location and then copying the file to the right directory but it
still doesn't work. can anyone suggest a way around it.

Welcome to Win Me's System File Protection. Win Me is protecting this file
from being altered or amended and for this reason I suspect there is probably
nothing "wrong" with this file. If you feel that you would benefit from
replacing it with what might be an incompatible version then boot to Safe Mode
and replace the file from there.
