Reserving bandwidth

Hi,

Is there any way to reserve bandwidth for a certain port/client IP?
If for example I would like to ensure that when port 25 needs bandwidth on a
certain NIC it will get that by lowering other ports? Or if I need a cerain
node inside my network to always have access to a certain speed when it
needs is.

Is this possible to solve using windows or do I need third-party solutions?

Thanks,
Philip
