replication with license logging service with dc warning

Hi,
can any one help me about
prob description
recently i upgraded my dc2000 to WINDOWS 2003
The windows nt server in the our domain is recieving the the license
service warning eventvwr 213 every 15 minutes
if any one can help it will be a great help
