How to repair Windows Socket in Win98

Hello. I still have a Win98 machine in my home network because I have a USB
scanner which I don't think there is available Win2K upgrades for the
scanning software and driver. Anyway I don't intend to upgrade this machine
to Win2K.

My problem is for the past few days, I have been trying to repair this Win98
machine because Internet access is broken. Ftp reports socket error 10047 I
think, IE6 cannot connect to a web site, not even to the management console
of my DSL router.

I have un-installed all TCP/IP settings, communications settings in Windows
Setup, then re-installing everything back with no result. It still refuses
to connect to the internet. I know that TCP/IP is working because when I
ping an internet address, DNS is resolved and the ping is successful.

How do I repair this lack of socket connection?
