Removing networking software

I have recently been given an old PC from the office I
work in. It's an HP PC with Windows 98. It works well
but had two initial problems.

The first was that whenever I shut down it hung up and
the only way I could shut down was to switch off at the
wall. When I boot up again it needs to do a scan etc
because it hadn't been shut down correctly. The second
was that I couldn't install the printer I had. It said
that it couldn't locate the printer server.

It had been a networked PC so I presumed that this was
the reason. I took out the network card and removed (I
think!) the networking software. This seemed to work in
that I now have no need to sign on and I have been able
to install my printer. However, I still have the problem
when I shut down. It hangs up the same as it did before
with the message 'Windows is shutting down'.

I have no idea what it can be, so any suggestions would
be appreciated
