I purchased a used sytem with Win98 which used to be part
of a small network. I'd like to remove the network logon
dialog request. I tried deleting the .pwl files but that
did not work.

Go to the network properties screen under the control
panel. On the configuration tab, there is a drop down
list called "Primary Network Logon" make sure "Windows
logon" is selected. that should get rid if the network
logon screen at startup.
