I have remote access to two servers - 1 of them needs to have a service
restarted but it is also not available to RDP while this service is
offline. Can I use the other server to remotely restart this service
somehow?

I use RD / TS .. but for some reason whatever service is frozen has also
killed off the Terminal Services on this particular server.

I tried using MSSQL Query Analyzer to run net stop & net start via
xp_cmdshell, but no go..

Ended up remotely rebooting the server...

On most of our machines I have both PCAnywhere and Remote Desktop setup at
the same time. If there is a problem usualy at least one of them will work.
On a couple I have even got VNC running as well,..so I have three chances.

I use VPN to get into them so none of this is exposed directly to the
Internet.
