Remote Web Access

I am running Windows 2003 server and it is connected to a
PDC. The server is a member of the domain. The domain
is composed by another three server Windows NT 4.0. In
one of these servers we have PDC, DHCP, WINS server. I
would like to use the Windows 2003 box to set up what it
used to be terminal service administrator mode. With
Windows 2003 it is call Remote Web Access. I am able to
connect to the server from another computer by using the
remote desktop utility. When trying to connect using the
Internet I am not able to do it. It gives me the 401
error. When I go into the IIS and try to browse it from
there I get the same error.

The question is how do I setup the Windows 2003 server to
be access using the Remote Web Access Utility. I did
follow all of the instruction in Microsoft but it still
does not work. Please advise what to do.
