Remote Users and Tablet PCs

I support a network that has 25 Tablet PCs and users that primarily work
outside of the office. They connect to a VPN to sync. with a database that
resides on a Windows 2003 server running SQL 2000 and a third party
application.
When I setup the Tablets I made both the users and the Tablets members of
the domain.
My question is: Is it the correct procedure to set up Remote computers as a
part of the Domain or should I set them up as standalone PCs and just have a
VPN connection and user accounts in the Domain?

I have been having a few problems with remote users accounts that lockout
after one try instead of 3.

I would disable account lockout entirely. It can cause more problems than it
purports to solve.
Do these users *ever* log into the domain in the office? If not, you may run
into problems with them eventually. Do you need to manage them remotely?

You asked if they ever log in at the office? Yes they do about once a week.
I would like to disable the account lockout but I can't because the network
is for a health care agency and HIPPA rules won't allow it. As for remote
management of the Tablets. No I don't remote manage them.

I'd probably leave them on the domain, then. You can make sure they're
getting good antivirus, group policy, etc.
