Remote management of Server 2003

I am a part time admin on a small church network.
I am trying to find out if there is an application built
into Server03 that cna be run on a client workstation
that can be used to manage the server, like the
executable in NT 4.0 (usrmgr.exe??)
I don't want to have to add or remove a user from the
server, I would like to do it from my desk.

Why not use terminal services/remote desktop - in admin mode? You don't need
a license server for this. It's a boon to the lazy admin (and I am indeed
one of them).

The approved method is to enable Remote Admin on the server, and then use
Remote Desktop on the workstation. You then get the server desktop running
in a window of the workstation. (The process runs directly on the server
itself). You should find full descriptions of both these apps in the help
files.
