Here are two easy alternatives to get what you want:
1. Install Remote Disconnect Utility on all of the computers. It lets
the client computers dial or hang up the host computer's connection.

2. Use WinXP as the Internet sharing host instead of Win 98. XP's
Internet Connection Sharing has a built-in Internet Gateway feature
that lets the client computers dial or hang up the host computer's
connection.
