Remote Desktop users group

I have a domain where being a member of the remote desktop group does not
let you in unless you make them a domain admin as well. Where is this
configured in group policy? We dont want to give every RD user admin
rights.

Figured it out. You need admin rights only if you do the /console option-
typically with remote desktops mmc
Worked with remote desktop.
