Remote Desktop Not Working on W2003 Server

Open ports in router, enabled using the server IP, enable Remote Desktop
under Computer and under Administrator user but cannot connect, just hangs.
Yes using WAN IP. Help!

no firewall on either

also did telnet with the 3389 port and it is not connecting, 3389 is open in
router and enabled, help!

do a simple test. can you telnet port 3389?

Can you remote into it locally? Is the terminal services service
started?

Also has the terminal server listening port been changed? Is the rdp-tcp
connection disabled (found under tscc.msc)?
