Remote Desktop connection to W2k3 Server

I have a couple of Windows 2003 Servers that aren't allowing a Remote Desktop
connection. When I go to the Remote tab in System Properties the check box
for "Allow users to connect remotely to this computer" is unchecked. When I
check the box, I get a message window that says "Remote connections are not
supported when offline files are in use." When I try to disable offline file
use, all of the check boxes on that panel are greyed out, therefore not
allowing me to make any changes. As far as I know, offline files are not
enabled, and I have no need for them to be used. I have searched Microsoft's
site as thoroughly as I know how to and found no reference to this problem.
With a search of the Internet I have seen many many references to this
problem but have not seen any solutions. Can anyone here shed any light on
this problem?
TIA

It could be the group policy. Use gpresult to check the gp result.

I don't see anything obvious in group policy application. We have very few
gpo's configured here, and less that a screen of info pops up from gpresult.
I compared to one of the servers that works and the results look the same.
Any other ideas?

I'm not sure what you mean by administrator -> service option and starting
remote desktop service. Can you explain that in a little more detail?

Thanks.

Windows XP Pro has an icon "Administrative Tools" in Control Panel.
After that window opens double-click on "Component Services". Then
click on Services (local). Another window will open to list all the
services. Scroll down to where it says Remote Desktop. I expand the
screen so that you have a full window to peruse your options. Left-
click on Remote Desktop. It should be listed under Startup Type as
manual rather than automatic. Use the phrase, _Start_ the service.
If you right-click on Remote Desktop, under Properties, it will
show Dependencies which in this case is RPC, Remote Procedure Call.
You can also start up Administrative Tools from the command line.

The less expensive 'Home' versions of Windows, I don't think come
with Administrative Tools. http://support.microsoft.com/kb/304718
