This sounds crazy at first but I want to determine which hosts on my network
are configured with static ip addresses. I am walking into an undocumented
environment and would like to avoid walking around and looking at each
machine.

Not quite sure what you mean. If you mean, which ones have a static address
not DHCP, then I guess you could look at the DHCP server active leases and
any not there must be static.
You should be able to find all the hosts on the network from an inventory
discovery program. In your situation I would be looking to do that first,

1. Following the following link to find all IP addresses (assuming they are pingable).
ipconfigHow to ping on the entire subnet How to setup multiple IPs on NIC How to setup two IPs on a computer How to use MS DHCP to reserve an IP on MAC ...

2. Go to your DHCP find all computers using dymanic IP. The rest should use static IP.
