I would like to know if Windows Server 2000 can be
remotely accessed by a Windows 98 machine. There is
something called Net Watcher that is installed when remote
administration is enabled in Windows 98, but I don't know
what that does.

Check out Terminal Services in the Add/Remove Programs (windows components) on your 2000 Server.

If there is a firewall between the 2 machines, you'll need to open port 3389.

On the 98 machine look for the Remote Desktop Client:

Look into your administrative tools on the server to find Terminal Services Manager and other tools for configuring the Terminal Services.

Free, works *very* well, and you can use your NT logons to allow/deny logon access.
