If I understand correctly, you're using XP's Remote Desktop
capability, and you've installed the Remote Desktop client on Win 98.
Win 98 can only be a Remote Desktop client. It can't host a Remote
Desktop session, so it isn't possible for another computer to access
Win 98 using Remote Desktop. For that, you need a third party
program, such as RealVNC:
