Remote Access Connection Manager failed to start because NDISWAN c

I am trying to repair networking issues on a machine that has been unable to
obtain an IP address from a wireless/dsl modem. It's a DELL Dimension 8300
using a DELL Truemobile USB wirless adapter and a 2Wire DSL wireless modem.
I have uninstalled and re-installed the wireless adapter, performed a repair
installation of XP, re-installed all service packs and updates, and used
WinsockFix which have all repaired most issues however one still remains. I
am getting the following error below and unable to find any information on
how to resolve this issue. Does anyone have any ideas?
