Are you setting up a routed connection to a demand-dial interface? This is quite different from the a normal client-server or dialup style connection. That simply connects to the internal interface. When you connect to a demand-dial interface, the dd interface itself on the answering router must have an IP as well as the calling router's dd interface.

I have try to assign a static IP to my remote site, but the same error is raised.
assigning the same IP on the same server but through the network connections explorer page works fine again!
so again, user started VPN connection works but not the RRAS demand dial...

The demand-dial interface itself needs an IP address as well as the IP associated with the connection. If it cannot get one automatically, do it manually.

its a one way site to site connection setup.
my ISA Server which is also my VPN server works fine.
My remote site can access my VPN and initiate a connection correctly ONLY when its a logged user which do this job. (opening the network place, creating a VPN connection based on the L2TP protocol, then connect this new connection works fine)
creating a demand dial in RRAS doesn't works!
I'm using the same protocol, same login / password
in the remote server event log I see these 2 entries:
Event ID: 20167
No IP address is available to hand out to the dial-in client.
and
Event ID: 20111
A Demand Dial connection to the remote interface <Interface name> on port VPN4-4 was successfully initiated but failed to complete successfully because of the following error: A connection to the remote computer could not be established. You might need to change the network settings for this connection. For further assistance, click More Info or search Help and Support Center for this error number.
well... why there is no IP address assigned?
My DHCP server works for everybody else.
I also try to assign a static IP address, but this doesn't works. same error in the event log.
any idea?

I am not sure what's the problem. However, if you want to setup site to site VPN using windows, you may want to use demand dial. This search result may help,

On a remote server I try to configure the Routing & Remote access to create
a site to site tunnel to my network.
if I'm using a "user" VPN connection, from my remote server, its ok.
but if I'm using the routing and remote access this error appears:
"a connection to the remote computer could not be established"
I'm using the L2TP IPSec vpn protocol with a pre-shared key.
So from the same server creating a new VPN connection in the network
connections page works fine but not from the routing application!
Any idea?
