Reliable ISP with: 8mb, 20GB, spam filtering?

I've now checked my usage with Pipex (before requesting a MAC) and it
seems my usage isn't as high as I thought - between 5GB and 15GB per
month. So I've revised my requirements as follows (and in order):

Reliable service
8mb connection
20GB minimum monthly allowance
Spam filtering at the POP server

I'd also like, but not essential:
Around 10 POP mailboxes (I could use my hosting package mailboxes)
NNTP newsgroup server (I could use a 3rd-party server)
Authenticated SMTP so I can send email when I'm not at home (fairly
rare)

Any suggestions?

have a look at www.ukfsn.org

One of the Entanet reseller brands, they may be able to sort you out on
all of what you need.
