Reinstalling Windows Components

I need to add a protocol in my Win98 SE system. Trouble is
when I click add>protocol>add nothing happens. And in the
Add/Remove programs properties dialogue window I am not
reading any installed Windows components at all, not even
in the Windows Setup box. I accidentally deleted my dial
up network somehow too. I think I need to reinstall the
network software, can someone tell me which .CAB file the
software is in? Or perhaps send in the right direction.
