Reinstalling TCP/IP

Does adding or removing a networking device automaticly
reinstall the TCP/IP stack in windows 98?

Why is it then that Windows 98 requests all pertinent files from the CD-
ROM or CAB repository and wholesale copies everything from winsock
to ping.exe back to the system directory?
