Use Control Panel | Add/Remove Programs | Windows Setup, highlight
Communications and click Details. You should find Dial-Up Networking at the
top of the list. It will quite possibly still be checked so you will first
need to uncheck the entry, the clicking OK and Apply before going back and
adding back Dial-Up Networking.
