Registering DLL/Registry Entries

Does re-registering a DLL update registry entries? I'm trying to install SP2
on Windows 2003, and it is failing on multiple entries related to
mmcndmgr.dll. Only SYSTEM has full rights to the keys, with the
administrators accounts having read. I've been manually changing the rights
as I go along, but this could be a drawn out process.

To answer my own question: Re-registering this DLL and installing
NetFramework 2.0 allowed me to finalize the install.
