reducing outbound traffic priority on W2003?

Hi,

does it possible to reduce all the outbound traffic of a specific connection
in W2003?

I have an ISA Server with 2 cards, 1 local, 1 internet.
I have an Asterisk (linux) server directly connected to the web.

I have no control of my ISP router where my 2 servers are connected.

My local users access the web through my ISA Server, the phone go through
the Asterisk server.
I want to reduce the priority of all the traffic of my ISA Server to insure
that the underlying router will priorize the voice traffic.

So, can I reduce the priority of my ISA Server traffic? does this will do
what I want?
or does it better to redirect the Asterisk traffic through my ISA Server to
control the traffic priority at this level?

any guide or idea?

Since you can change the settings on the ISP router, seemingly the best
solution is to handle traffic shaping yourself.

Either via your main ISA box, or an extra server loaded with m0n0wall or
pfSense. m0n0wall/pfSense both have automatic traffic shapper settings that
can be used for VoIP, et. al.
