Since you can change the settings on the ISP router, seemingly the best
solution is to handle traffic shaping yourself.
Either via your main ISA box, or an extra server loaded with m0n0wall or
pfSense. m0n0wall/pfSense both have automatic traffic shapper settings that
can be used for VoIP, et. al.
