Some of the SonicWalls do this,...others probably as well.

ISA Server, hardware or PC format, in any current version does not do this.
ISA2000 had the features but they were removed in later versions because
they just simply just did not work well. The later versions have a feature
that "hints" at what you want to do but its abilities has never really been
made clear to me what it really does and I suspect it would not be what you
want.

But any of the bandwidth management tools/functions/methods with any
product, no mater who makes it, is going to fall within the pinciple
"Over-Market,....Under-Deliver". Meaning none of it is what it is "all
cracked up to be" and at least in my opinion is more of a "selling point" to
get you to buy the product more than it actually doing what you want.

The methods do what they do,...in certains ways they do them,...in the
certain conditions that they work under,....and get just the certain results
that the manufacturers managed to get them to do semi-consistantly.

In many cases all it does is give priority to certain traffic matching
certain "specs" while giving less priority to others. They tend to not
really "trottle" anything.

The only true trottling,...in my opinion of course,...is to set the Nics on
the Firewall to be "locked" at 10mbps and not allow them to run at 100mbps
or 1000mbps. Then you will never go any faster than 10mbps. Of course it
effects all traffic and really isn't that usefull unless your ISP charges
extra $$$ for more than 10mbps and you want to stay below that.

Juniper NetScreen devices are good choice. They are easy to manage and not
that much expensive.
Depending on your requirement you can get device. I would recomment of you
VPN/Firewall Netscreen device.
