Reasons for intermittent ICS

I've now got ICS running well on my home system on the ADSL connection - I
was pretty pleased until I found that every time I reset one of the clients
it takes about 20 mins for the gateway to allow web access. It allows pop3
access and news immediately, just not web. Any ideas?

And just as an important point - I'm runninga full 98se network and all
computers have statically assigned IP addresses. The gateway is permanently
connected to the net (well, set to immediate re-dial when disconnected for
whatever reason, but it never gets disconnected) and never switched off.

Going to Internet options, tools, connection and unchecking the
'automatically detect settings', OK, refresh then going back and re-checking
'automatically detect settings' and refreshing again makes the status bar
come up with 'detecting proxy settings' and after 6 or 7 seconds functions
normally again. Is there any way of setting these settings manually so it
doesnt have to search and this problem doesnt occur?

I seem to have sorted this by using Win98 DHCP/IP auto assigning - thanks
all the same

Thanks for the followup and letting us know that the issue is resolved.
I wanted to clarify that if you are not using a Proxy server, you should
uncheck the box for "automatically detect..."
