They said this was the block of IP addresses .. 196.201.16.0/21

What does that mean ? Any article or link that can provide how to intepret
the info would be helpful

The slash notation is shorthand for the subnet mask length. /8 is
255.0.0.0 /16 is 255.255.0.0 and so on. 192.168.21.0/24 is the same as
192.168.21.0 mask 255.255.255.0, which is the block from 192.168.21.1 to
192.168.21.254 .

in ur case... ur ip range would be 196.201.16.0 mask 255.255.248.0
wich means from 196.201.16.0 to 196.201.31.255......

Is there any article where I can figure this out myself with examples ?

i.e. getting a subnet mask and then finding the range

wich means from 196.201.16.0 to 196.201.31.255......
