No. You have to be born there.
One of those annoying little quirks.
I've lived in Wales for longer than I've lived anywhere else but I can
never be Welsh.
On the other side of the coin, John Prescott, everyone's idea of the
archetypal northern Englishman, is actually Welsh, having been born in
Wales.

I seem to remember that, years ago, Bob Wilson, the Arsenal goalkeeper,
played for Scotland without ever previously having visited the Country.

And then there's Ryan Giggs, who was born in Wales but moved to
Manchester at the age of 6 and has played for Man U for donkey's years.
However, he couldn't/can't play for England because of his ancestry and
instead plays for Wales.

The rules for eligibility to play for a national football team allow for
connection to the country via a parent or grandparent. It is not
necessary to have been born in or even visited the country.

But being born there by its-self does not make you Scottish.

And because his parents were Welsh.

But he left Wales at the age of 4, and this probably had a significant
effect on his accent and upbringing.

Wikipedia clearly identifies him as a Welsh politician.

God you make some strange choices.

Prescott's only redeeming features are that he probably means well, and
is honest enough.

Blair doesn't even have those virtues.

No but he was canny (cynical?) enough to make Prescott his Deputy PM,
presumably as a nod to Old Labour.

And also because appointing somebody who appears to be less capable than
you and prone to goofs, is an excellent choice for a deputy, because they
tend to attract all the bad media attention and make you look good by
comparison.

Other examples -- Reagan and Quayle, Obama and Biden.
