No, in most case the limiting factor is the bloatware on the server(s)
E.g. a colleague has a site, running on Joomla and lord knows what else,
on a hosted server on the Internet backbone.

Careful use of 'adblock plus' on firefox speeds up many sites by a
factor of 10 or so. Simply removes all the sponsored links. each one of
which is a DNS request and probably a nasty image download.
very few times you actually see congestion causing problems, Its server
latency every time.
The only time I really notice the fact that I have about 2.5Mbps BRAS
instead of 256k is when watching videos or downloading large files.
