That would be any domain account with domain admin-rights. In other words,
it's a user account that is a member of the Domain Admin group of the domain
controller. The local admin account on the individual PC is usually (that
is, by default) NOT sufficient.

I'm afraid I can't help more since I've never tried to use Samba as a domain
controller.

SMB/CIFS networks use a lenghty alphanumerical identifier called SID for
the identification of machines and users. Samba working as an NT domain
controller has a database for these SIDs. That said I have been
successful in reusing old host names and IP addresses for new
installations. But it might be more easy to use a new host name and IP.
It might also be worth posting this question in one of the Samba groups
again.
