The mask is wrong. It should be 255.255.0.0 or 255.255.255.0 (or anything
inbetween) depending on how you did the subnetting. By using the mask of
255.255.255.255 in the route you are incorrectly making the host portion of
the address the network portion.

I realize this but Option 33 doesn't allow me to control
the mask and automatically uses 255.255.255.255 for
172.16.0.0 and I don't know why.

Why are you even using Option33? I have 4 subnets at this site not counting
our 20+ other sites and I have never used Option33. I only use Option003
(Router) and that is it, and I let the Router worry about what to do with
the the rest of it.
