FYI: There are a couple of kernel ways to limit bandwidth
utilization. These are found in the kernel build QoS section
and in the utilities shapecfg and tc in the iproute2 distribution.
However an easier way, that worked for me, since I am using
lftp for both dl and upl was to add the line
set net:limit-rate 131072:1169
in my ~/.lftprc
Then I can be happily uploading a file via T-Mobile GPRS at
1.1K/s and still have enough TCP/IP bandwidth in the up
channel for the 4 download channels to work correctly
and simultaneously at their combined 4.8K/s.
