Technet and the online Knowledgebase have not lead me to any articles related to this. I've tried uninstalling/reinstalling the service, but no luck. Any

This is a strange issue that I have not seen before. does the servcie failure produce a dump file?
can you boo the system into safe mode with Networking and does the servcie start? Are there any other services that do not start? You can also try an
MSCONFIG Start-up to see if the SNMP Servie will start and walk back by enableding sets of services until you can idenfiy the conflict.

My suggestion would be to try to collect a dump of the process failing and open an incent with Microsoft to troubleshoot this issue. you can alos use the
