Is this a normal MAC migration?

Did you ask Be why the down-time?

Get a new phone line and order ADSL on that. When it works and had been
reliable for a few weeks, cancel the other service. Do not try to migrate
the phone number to the new service.

This will guarantee you continuous service ....
