It's borked.

Put the following into google

"block senders list outlook express clears"

Suggestions include resetting a key in the registry.

There is a better solution ... ;-)

No, they do not get a notice of the block, and the email is not returned to them. It is deleted upon arrival at your account. So they just think you are ignoring them.
