I got a win2k server with two NIC's. One is for WAN one is for LAN.
The WAN goes to cable modem, the LAN to hub. The box translates IP
for the network via NAT.

I want to say "YOU, scumbag at 192.168.1.9, you only get 5k Upload
and 20 download max muahahahhahahah" etc.

I heard a proxy server can do this - is this true?

Thanks, but this is for ICS, like if you being a web server and wanted
to allow people to only connect at a certain speed...

GAHHHH!

IPCop is for Linux / Unix ? and Zeus is also a HTTP/FTP server, not
the right sort of bandwidth throttling.
