Saw this reply in another recent post:
"In the default configuration, "Remote Desktop Users" members are able to
use terminal services on Windows Server 2003. Unless one has modified it,
membership in this group should be enough. You can verify the following:
1) Remote Desktop Users group has effective privileges "Log on locally" and
"Log on through terminal services"
2) Remote Desktop Users group has at least User permission on RDP-TCP object
(in Terminal Services Configuration)
3) Also, make sure that this particular user is not set (through any
policies) to privilege "Deny log on locally".
4) Default NTFS permissions on the boot partition and system files have not
been modified."
