RDC Connection Issue

I'm having an issue with using Remote Destop Connection to connect to one of
my WIndows 2003 servers. I have no problem conencting to a PC over at this
site. This server however I get a error stating the cleint could not connect
to the remote computer. I checked to make sure remote connections are
allowed to this server as well as the users that I'm trying to connect is
permitted. Both are. Any idea on what might be preventing a connection.

Can you telnet the port 3389?

any firewall ?
Can a pc on the same lan connect to it ?
Any eventlog error about TSE license ?

i tried usign remote desktop to get to the server in question from a computer
within that site and same result.

There is not firewall in between nor are there anything in the logs.

Make sure no firewall blocks the port 3389. Or this search result may help,

open services.msc and connect remotely.
Is the terminal service started?
netstat -an, and check for port 3389 in listening mode on the server
