Rate limit connections to a specific port?

Hello:


On my Linux machines, I am able to set the firewall to rate limit
connections to a given port. For example, only 3 connections per
minute. Once a given IP connects to that port more than 3 times
in a minute, all subsequent connections are dropped for an interval.


This is *very* useful to avoid scripts from trying to guess
passwords to the SSH daemon.


Is there a similar function on Windows?
