RAS in Win2003 can't save port info

After installing a USRobotics 56k USB modem, RAS rejects
the new port with message "port information can not be
saved....Cannot complete this function
(800703eb)

Any ideas about the cause and the fix?? Can't tell whether
it's the modem drivers of win2k3 that is the problem. Would
much appreciate a pointer to solution.

It usually means that the driver is not compatible with the OS, so RRAS
does not recognise the device as a vilid port. It is seeing the port number
as a huge integer or a negative number.
